However, during World War I Manchester was bombed by German forces and lost many jobs; it re-emerged as an agricultural community after the war. After Hurricane Katrina hit New Orleans in 2005, Manchester came to prominence as one of several communities tentatively selected to receive relief money from FEMA due to its location within driving distance of Gulfport (the second-largest city in Mississippi). The town's status declined following widespread damage caused by Katrina but has since regained some level of notoriety as a resettlement zone for victims of Katrina and other natural disasters

The town rapidly grew in population; by 1820, it had a population of over 1,000 people. In 1827, Manchester became the capital of Tennessee when Nashville was established as the state’s capital. In 1840, Manchester became an incorporated city with a population of over 3,000 people. The city experienced significant growth during Reconstruction following the American Civil War; in 1865, it had a population of over 10,000 people. However, during the early 20th century Manchester declined in popularity; its population fell to under 1,000 by 1920. In 1932,Manchester merged with adjacent Cookeville to form Cookeville-Manchester Combined Statistical Area (CSA).
