Many businesses closed down during this time as Reconstruction efforts failed to bring back any good jobs for former slaves or white farmers who had lost their land during the war. In 1865, one of Kingsport's original mayors resigned because he could not find anyone willing to invest money into rebuilding his city after it had been destroyed in battle two years earlier. His successor appointed a committee which recommended moving the county seat out ofKnoxville so that more blacks could be hired as farm workers in rural areas around Memphis while also creating new commercial districts within urban areas such as Knoxville so that businesses could open up again without fear of being shut down by newly elected Whites mayor John Hines who favored staying close to his home city rather than investing money into rebuild Kingston which would have been under black supervision.]] Kingsport experienced another growth spurt during World War II due to its strategic location between Chattanooga and Nashville as well as its air defense radar station which helped protect both cities during World War II.[] After World War II ended however job opportunities dried up due largely to technological advancements which made manufacturing easier overseas instead of coming back home like before[] but Kingstown did continue growing along with new housing developments such as Riverside Drive/The Grove apartment complex completed in 1957 followed by others including Eastside Oaks Shopping Center completed in 1970 followed by Outward Bound Landing Marina constructed in 1978 which became one of NASAs ActiveMarinasToday[]]. Today many historic buildings remain standing including: Mount Vernon University; Riverside Drive/The Grove apartment complex; Eastside Oaks Shopping Center; Outward Bound Landing Marina; NASAs ActiveMarinasToday[]].
