She began selling eye exams, spectacles, contact lenses and other optical products including dyes and cosmetics. Mrs Capps was a major player in the early days of germantown's optical industry with her popular storefront attracting customers from all over Chattanooga area! She closed her business in 1951 but left lasting memories behind including a portion of Fourth Street being renamed Bessie Capps Drive in her honor!
Germantown is a small town located in Overton County, Tennessee. The population was 1,951 at the 2010 census. Germantown is bordered by Springfield to the south, Lebanon to the east and north, and Union City to the west. The town was established in 1839 as a stop on the Nashville and Knoxville Railroad. In 1865, Germantown became part of Overton County. The town's first post office opened in 1839 and closed in 1840. The current post office opened in 1902. Germantown has a large number of historical homes dating back to the 1800s. Some of these homes are still standing and can be visited today. Some of the more famous homes include: "Pine Gap" which was built by James Robertson in 1819; "Alumni Hall" which was built in 1830 by Colonel John Fenton; "The Oaks" which was built by Judge David Stewart in 1864; and "Hoover House". The community also has a variety of businesses including several churches (St John's Lutheran Church, First Baptist Church, Methodist Episcopal Church), two schools (Franklin-Macon School District #1 & Franklin-Macon School District #2), two restaurants (Cottonwood Cafe & Silver Dollar Joe's Barbecue), one grocery store (Jenny's Grocery Store), one bowling alley (Lone Star Lanes) and one ice cream parlor (Frosty Freeze).

By 1830, the population had reached 5,000 and by 1840, it had increased to 10,000. Growth continued until the early 1800s when disease began to take its toll and many people left for safer surroundings. By 1860, Germantown’s population had decreased to only 350 residents. However, growth resumed during Reconstruction and by 1870 there were more than 5,000 people living in Germantown. In 1865, Germantown became a municipality with a population of 14 thousand residents. The following year saw another growth spurt as many people moved into the area from larger settlements such as Nashville or Clarksville because of new opportunities available in Tennessee after the Civil War ended. By 1880, GermantOWN had reached 30 thousand residents and by 1890 it had increased to 40 thousand residents. During this time there were major expansions including building of schools (the first public school opened in 1868), hospitals (the first hospital opened in 1892), theaters (the first theater opened in 1901), and other businesses such as breweries (the first brewery opened in 1900). Throughout most of this time period housing prices were relatively low which contributed to high levels of density throughout GermANTOWN resulting from its large size and number of inhabitants earning incomes that allowed for self-reliance outside of traditional social institutions like churches or schools
