Cleveland, Tennessee is a city in the state of Tennessee. The population was 714 at the 2010 census and it is the county seat of Knox County. Cleveland is located on the Cumberland River, about 60 miles (100 km) north of Nashville, Tenn., and 40 miles (64 km) south of Memphis. The first European settler in what is now Cleveland was a group of thirteen men who arrived on July 14, 1814, led by Captain James K. Polk from Kentucky. They were looking for land to purchase from Native Americans and found only swampy territory suitable for farming. In 1815, they founded the town of Portsmouth on a bluff overlooking the river that would later become Cleveland. The city's first courthouse was built in 1820 and became known as "the Capitol." It was replaced by a new structure in 1886 which still stands today at 227 Elm Avenue. The building served as both the city hall and court house until 1907 when it burned down. A new courthouse was constructed in 1925 and remains in use today as the municipal government headquarters. Cleveland, Tennessee is a small town located in the southwestern corner of Hardin County, Tennessee. The population was 1,856 at the 2010 census. Cleveland was founded on October 15, 1826 by General Alfred Troup and his brother-in-law James Ketchum as a stop on their journey from Memphis to Knoxville. After reaching Cleveland, the party stopped at a cabin in what is now known as Indian Hill and built their first house there. The first store opened in 1829. By 1830, Cleveland had two churches and seventeen residents. On January 8, 1831, General Troup's brother-in-law James Ketchum died leading a military expedition against the Creek Nation; Cleveland lost many of its citizens in this battle including its second store owner John Hargrave who drowned while trying to save others from capture. Ambitious city merchants began building businesses in Cleveland rapidly despite its remote location: A paper mill was built in 1836 and became one of the most important elements of local economic development until it closed during World War II; two hospitals were erected between 1840 and 1850; an post office was established in 1851; and railroad transportation arrived with construction of the Knoxville Railroad beginning in1866. In 1890–91 alone, property values increased more than 400%. In 1907 hard times hit Cleveland hard when jobs dried up due to new industrialization following World War I (the Great Depression). Businesses floundered but community spirit kept alive downtown business although some homes were sold for less than their original value because few people could afford them again during hard times. A fire destroyed much of downtown on December 10th 1908 but quickly burned out thanks to donations from locals eager to help rebuild even though they would not have access to credit or insurance at that time. Restoration work continued throughout World War II as part of Japanese American Internment policy which meant that many aspects of downtown life were unavailable to non-GIs until after World War II ended (most notably housing). However by 1951 almost all businesses had reopened so social changes had started long before then--a sign that anything can happen during tough times! Cleveland experienced another period of growth starting around 1960s marked by suburban migration into Hardin County caused largely by technological advances such as television set production plants opening up near Chattanooga which made commuting easier for workers living outside city limits more expensive then ever before (cities like Nashville DID experience growth during this time) along with increasing job opportunities for those within city boundaries especially since Interstate 40 bypassed town limits creating easy access both northward into Jackson County and eastward into Rowan County making it easier for workers commuting into Jackson or Shelby Counties rather then having to travel through rural Hardin County every day like previous generations did (this also helped spur industry back into town once again). Although certain aspects continue unchanged today such as lack thereof access to major thoroughfares outside town limits or high levels of poverty rates among inner city residents manufacturing jobs are generally found closer within citieslimits giving rise to areas such as East End where factories once thrived but are now home only to low income families experiencing gentrification processes similaryto those seen across America today (see below).
