It became a incorporated town in 1902. The post office at Cleveland was established on October 15, 1836. In 1907, the city of Cleveland merged with the towns of Union and South Boston to create the city of Knoxville. The first settler in what is now Cleveland was James Caldwell Sr., who came overland from Kentucky in 1836 with his family. He built a cabin on Big Sandy Creek about four miles east of present-day downtown Knoxville; it remains standing today as part of the City Park system. In 1798 when Tennessee legally became an independent state, Caldwell's property passed to Colonel John Sevier and then to Major General David Atchison Jr.. In 1800 he sold land that would become downtown Knoxville to Richard Coke for $5 per acre (the equivalent value at that time). In 1802 Rev. John Hill organized what would become known as First Presbyterian Church in Cleveland (later renamed First Baptist Church). That same year General James Caldwell erected the first schoolhouse in what is now downtown Knoxville; this building still stands today as part of the municipal government complex housing many municipal offices as well as Fourth Avenue Business District headquarters.). On October 15th,1836 original Flat Rock School District No 9 consolidated into Hardin County School District #1 via Act No 2142 approved by Board of Education November 11th 1840 consisting of: -Flatrock Township -Cleveland Township (now part of Union) -South Boston Township On April 20th 1860 due to increasing population growth rate within Hardin County and lack of suitable development or transportation options available for new residents Hardin County Commissioners voted 6-2 against annexing Cherokee Nation which included much beloved community such as: Brownsboro/Mt Olive etc... This event helped spur the founding two years later by J C Caldwell & Sons construction company A multi story brick school building located near current day intersectionState Route 321A & US 421B just west off I Hwy 29A ................................." In 1902 when organized hardin county had 1 unincorporated community called "canton" it merged with cleveland creating one big city .......
