The first courthouse in Clarksville was built in 1832 by Judge James Coker and it served as a courthouse until 1861 when it burned down. A new courthouse was built between 1865-1867 by Jno Ewell and it served as the county seat until 1931 when it burned down again. In 1873, local businessmen decided to start a paper mill in downtown Clarksville; this mill quickly became one of the largest paper mills west of Memphis with an output of 1 million pounds per year (ppl). It closed its doors for good in 1970 but reopened operation as a museum within the city limits of Nashville some 15 years later before closing again due to financial troubles once more in 2006-2007. It reopened under new ownership as "The Paper Mill Museum" within city limits on July 1st 2007 before closing again due to lack of funding once more on December 10th 2007.
