The order created an uproar among the resident farmers who were already struggling under heavy military occupation. Many residents chose to stay and awaited news of their fate before going into hiding or fleeing to other parts of the country. WhenGeneral James Kenedy arrived at Knoxville on July 9 with orders to evacuate all civilians (except those who could prove they were born in Tennessee), he discovered that many people had chosen to stay behind because they thought it would be safe. Kenedy ordered all but two hundred men and womenladen wagons carrying guns and munitions towards Nashville where they would be delivered on horseback across the Cumberland River into Indian Territory under Confederate control pending further instructions from higher up about what should happen next. Only one person – a woman – remained inside Newburgh Village when the evacuation began which she sheltered under a tree until relieved by defenders later that day while her home was set alight by Union troops looking for survivors.]] The evacuation caused great concern among locals because there was no way for them to return home once they got back onto American soil - something that still remains an issue today given how easy it is for refugees today to obtain visas and enter America without any prior screening process
