He founded a military academy at Fort Sumter in Bartlett in 1828 and four years later he moved his headquarters to Nashville to become Superintendent of Schools in Tennessee under Secretary of War James Kenedy. During the antebellum period (1815-1860), many aspects of life in rural northwestern Tennessee changed due to new transportation technologies: railroads came into being; mail delivery became available; farmers increased their production with new methods such as irrigation; and towns began to grow up aroundinchached cotton plantations called “cotton gentry” or “cotton millionaires”). For example, small towns near plantations often had their own schools and churches while larger settlements developed stores and other businesses. Some people who lived near plantations also became wealthy through their involvement with slave trading or manufacturing industries along the Cumberland River Valley Railroad which ran through northeast Tennessee from Cumberland County east to Franklin County (now West Virginia).
