The City of Athens, Tennessee was founded in 1819 by a group of farmers from the area that now includes Memphis. The first settler in Athens was James Hogg, who arrived in 1824. By 1830, there were over 100 people living in Athens. In 1837, the city became a state capital and was named for the ancient Greek city of Athens. The population grew to around 1,000 by 1850, but declined during the Civil War due to poverty and loss of jobs. When the war ended, Athens’s population had shrunk to about 100 again. However, it rapidly recovered and reached its peak population size by 1870. The city experienced rapid growth during Reconstruction following the war, reaching 2,500 residents by 1884. After World War II however, Athens’s population decreased slowly until it peaked at just under 700 residents in 1960 before declining again over the next few decades. Today there are only a handful of residents remaining within the limits of downtown Athen

The population grew quickly as new settlers arrived from Kentucky, Virginia, and other parts of the south. By 1910, Athens had more than 12,000 residents. Its economy depended on agriculture and manufacturing. However, during the Great Depression years (1929-1939), Athens' business fortunes went into decline. In 1933, Mayor George Burgess proposed that Athens become an all-white city because of its dwindling wealth and growing poverty among black residents. This idea was met with resistance from some members of the town's white community. Some people felt that Athens would be less vibrant if it were only black and their interests would be considered first. After much discussion and debate, Antioch became the first all-white city in Tennessee when it became law in 1937.
