In 1847, Athens became an incorporated village after passage of the General Assembly's Act for Incorporation of Towns in East Tennessee. In 1957, Athens became a city following approval by voters. The city's first mayor was John Hogg, who served from 1951-1957. After Hogg's resignation due to health reasons, Mayor J C Weems were elected to succeed him and held office until he resigned also due to health problems in 1978. Weems' widow City Councilwoman Linda Watkins served as mayor from 1978-1982; she relinquished her seat upon her election to the Knoxville City Council effective January 1, 1984 The current mayor is Donnie McClendon with term expiring on December 31st 2020

In 1902 he became United States Ambassador to Spain. While in Spain he helped found the American Foundation for Spanish Democracy which aimed to promote independence for Spanish America. Ashe also served as Vice President of the United States from 1909-1913 and 1916-1920. After his retirement from government service he devoted himself entirely to philanthropy and artistry. He died at his home in Manhattan on November 11th, 1924.
