Grant ordered General Order No. 5 which organized all Indian tribes into reservations and created a unitary government for the Sioux Nation under the leadership of Sitting Bull ononis weahinghtaadnaadniungha (Dakota: yankeenowaadnaanuni), meaning "the mouth of the river that floweth north". On December 17, 1889, US Cavalry Sergeant John Mclntyre killed Sitting Bull near what is now Spearfish while trying to arrest him for attacking a detachment of white men traveling through Montana Territory on their way to Fort Peck on July 24, 1886; other members of the party were also wounded. This event became known as Mclntyre's Massacre and has been cited as one reason why Indian Wars continued until modern times. In 1902, US President Theodore Roosevelt signed Executive Order 9201 which banned discrimination against American Indians in business transactions by federal employees or others acting on their behalf including those from Indian Reservations or Tribal Governments within reservation boundaries without written consent from individual tribe leaders or representatives responsible for such activities

In the early 1800s, Yankton was a small town on the banks of the Missouri River. The Northern Pacific Railroad arrived in 1859 and quickly changed Yankton into a busy railroad town. Railroads brought new life to Yankton, and businesses thrived as people commuting to work called the community home. The late 1800s sawdeclining trade and industry in Yankton, but it didn't mean that the town couldn't keep up with other thriving communities along the river. In 1903, Yankton became an official city and continued to grow rapidly until World War II when it all went quiet. Since then, Yankton has seen various redevelopment efforts which have helped it become one of South Dakota's most vibrant cities. In recent years, there have been several large projects announced which will bring new life to downtown Yankton – including a $20 million project for a new arts district which is expected to open in 2020; and another $10 million for development around State Capitol Park which is set to open in 2021.
