In 1885, the then-new Watertown Arsenal was founded in South Dakota. The arsenal consisted of a small building on the edge of town and a number of cannons. It was soon realized that these cannons were not going to be used very often, so it was decided to build a Trigger Block. This trigger block consisted of two metal plates that would contact each other when the trigger is pulled. In 1907, the trigger block was replaced by a more efficient gun hammer because it took less time to pull the trigger than with previous triggers. The use of guns became more popular in America during this time and Watertown Arsenal continued to operate until 1959.

The town was reoccupied by Indian people after white Settlers withdrew from the area in 1876 due to railroad construction across the river. A post office was established in 1870, and remained operational until 1907. In 1912, parts of what are now Watertown were designated as part of Fort Riley National Military Park; this led to increased development around the park over time and made water availability more important to residents than previously had been considered. Today, portions of Watertown still fall withinFort Riley National Military Park boundaries which restricts development activities around the park but opens up access for educational purposes including science museums and research laboratories

This type of trigger system was first developed in France in the 16th century. The English Filettrigger relied on levers instead of arms to fire rounds. The lever would be pulled back until it released a round, which then would be pushed forward to shoot again. This type of trigger system was first used by British soldiers during World War II. After World War II, many new trigger systems were designed specifically for handguns. One such system is called “Pumpgun” triggers, which rely on springs rather than levers to fire rounds. On July 14, 1934, the National Firearms Act was passed in response to the LaGuardia Commission's report on crime in America. The act allowed for the registration and sale of firearms. It also established a system for tracking firearm ownership and made it illegal to possess or sell any gun that could be used in a crime.

The town growth accelerated after it became the seat of Douglas County, South Dakota, in 1886. In 1902, Watertown erected its first courthouse and jail and began to grow rapidly as an agricultural center with a population of around 1,500. By 1912, the city had become home to over 10,000 people and boasted three banks, two newspapers, four hotels/motels and ten churches. The town's growth paused during World War I when many residents relocated to other parts of the country due to military service. However, watertown resumed itsrowth following the war until it reached its peak in the early 1930s when it had a population of 30 thousand people. Watertown experienced significant economic decline following World War II however; it lost its status as an agricultural center and saw instead rapid gentrification which has caused much displacement among its original citizens. Since 2000, watertown has undergone modest revitalization efforts that have included increasing cultural programming and new development including a new shopping mall completed in 2016
