The town site was chosen because it was centrally located on Prairie du Chien – then part of Wisconsin – making it easy for traders and travelers to reach all parts of Iowa Territory from mid-west Iowa through late 1869 when Wisconsin became a U.S., or country independent from France. The townsite began receiving settlers in 1871 when Major General George Armstrong Custer's 5th Cavalry reached camp near present-day downtown Sioux Falls under orders from General Phil Kearny during his Dakota War with Sitting Bull's forces northwest of Fort Abraham Lincoln on Mount Rushmore National Monument on November 17–18, 1876; Custer's column finally reached Sioux City four days later after spending three weeks traversing what would become South Dakota Territory along much older trails that had been used by Native American groups including their previous occupants before European arrival: these included trappers and buffalo hunters who hunted buffalo over open areas across North America seasonal stock drives which ran from May through October depending upon weather conditions; trapping season opened about two weeks earlier than other seasons due largely to developments around Omaha following US President Andrew Johnson’s Executive Order 6636 “Allowing Indian Tribes To Possess Property For Their Use” On December 2nd 1865 Congress passed Public Law 3–4 giving tribal members “the right also . . .
