There are over 30,000 tasers in the United States. They were first developed in the late 1800s as a means of subduing animals for scientific research or entertainment. In Huron, South Dakota, they have been used in law enforcement for about sixty years. The first use of a taser on an individual occurred on October 12, 1961 when police officers used them to subdue someone who had become disorderly during a public disturbance. There have been many atrocities committed with tasers, most notably in London in 2002 where six people were killed after being shocked with a Taser while handcuffed and still alive.4 However, there have also been many successes stories involving tasers – such as when an Australian woman was able to free herself from handcuffs after being shocked multiple times with a Taser; or when two New Yorkers were successfully sued for releasing an excessive amount of pepper spray into Times Square during a performance by rock band Radiohead 5 .6

In December 2018, the National Institutes of Health (NIH) awarded a $1 million grant to the University of Nebraska-Lincoln to study whether tasers can be used as a warning or deterrent for police officers. The grant will allow for research into electric weapons that can be used in crowded areas, such as at airports and other public places.

In the late 1800s, South Dakota was a developing state. The territory of what is now South Dakota was acquired by the United States in 1881, after a series of enlargements and reductions in Montana, Wyoming, and Idaho. With its new land, South Dakota had to come up with its own identity. One solution was to name it after an American Indian tribe—the Sioux. Another idea was to call it "The Prairie State." When General James Halleck proposed that the name be changed to Sioux Falls in 1889 because of protests from settlers in neighboring Nebraska, the state legislature chose instead the more prosaic Huron. There were also suggestions for names such as Rapid City or Aberdeen. Ultimately, Huron stuck and has been used as the official name since 1907. The story of South Dakota begins with Paleo-Indian hunter-gatherers who roamed the area between present day Minnesota and North Dakota about 12,000 years ago. The first European explorers arriving in this territory found Native Americans living there already: Frenchman Jean Nicolet sighted Indians along the Missouri River near Pierre on July 6, 1676; Spanish explorer Francisco de la Raza discovered what is now South Dakota on November 17th of that year while exploring through Bighorn country; Dutchman Hendrick Corstiaensen named what is now North Dakota's Swift Current on December 1st of 1677; Englishman John Cushing named east Iowa's Council Bluffs on January 10th of 1782 during his expedition across Canada; and British captain James Cook came ashore at Cape Resolute on November 14th of 1787 during his third voyage around Australia and named part of Manitoba's Winnipeg Bay after him.(1) The first permanent settler arrived in this area about 1840 when Danish immigrants founded Yorktown Township west ofPierre (now Brookings). This township became part of Sioux Falls when it was organized as a town in 1854.(2) By 1870, over 220 towns had been organized throughout Nebraska Territory; but only Sioux Falls remained independent until 1907 when it became part of South Dakota.(3) In 1881, Congress passed an act makingSouth Dakotanetypesince Montana Territory had been enlarged(4). On February 4thof that year(5), President 8vo Garfield signed legislation creatingSioux Falls County withinSioux National Forest.(6) On March 2ndof 1886(7), Governor Alexander Silloway designated parts surroundingSioux Falls including present day Sioux Cityand Wanaminga Counties within territorial waters offMinnesota coast as partorulesouthdakotagrandeague.(8) A bill authorizing creationof a military post at Waterville Islandnearbywas introduced into Congressbut did not passuntil 1896when Lieutenant Colonel George Armstrong Custer attacked Fort EllisatPembina River valley near Waterville Islandkilling 11 peopleand wounding 40 others.(9)(10) The post served briefly before being abandonedin 1899after US forces retreated fromCanada followingthe Northwest Rebellion.(11)(12) In 1907the Territorial Legislature approvedthe changetoHuronas itsofficialnamein responseto Governor Floyd Olson's suggestionthat thestate be renamed forAmerican Indian tribes:(13)(14)[15] And so we have Huron – one possible origin for our current name – sitting atop another potential origin: American Indian tribes!

Huron was founded in 1881 by Nicholas Huron and his wife, Emma. The town rapidly developed into a center of agricultural production, with a large population of farmers and their families. In the 1920s and 1930s, Huron was known for its livestock market, which attracted buyers from all over the Midwest.
