Sumter County is located in the South Carolina Lowcountry and is bordered by Ashley to the north, Pickens County to the east, Chatham County to the south, and Spartanburg County to the west. The county was formed on December 15th, 1836 from parts of Wilkes County and Union County. Sumter was named for General Sumter who died in a battle against Confederate forces at Appomattox Court House in April 1865. The first settler in what is now Sumter County was James Sutherlin who came from Portsmouth, England in 1786. He arrived with his wife Elizabeth and their two children John and Mary. Sutherlin's original land grant was three hundred acres which he divided into four farms which he sold to various citizens within five years of his arrival. In 1814 Samuel Hinson founded a sawmill on Holmes Creek near present day Greenville. By 1830 there were nine mills in Sumter Countys mills district producing an average of five thousand dollars per month. During the American Civil War (1861-1865) much of this production ceased because supplies of cotton were interrupted by transportation difficulties caused by Confederate troop movements across the Potomac River. One mill operated continuously until 1865 when it stopped due to financial problems caused by war expenses alone. After the war many new homes were built as people returned home from abroad or took up permanent residence elsewhere in South Carolina following Reconstruction (1868-1912). Many businesses closed during this time as people lost their jobs or relocated for other reasons; however, some such as banks remained open until they went out of business after World War II (1939-1945). Today there are only a few remnant businesses left downtown including one antique store that has been operating since 1942 and two restaurants that have been open since 1978 and 1984 respectively
Sumter was founded by General Andrew Johnson in 1814 as a forward outpost on the Savannah River. The town grew rapidly and by 1828 it had become a full-fledged settlement, with a courthouse, jail, and other infrastructure. By 1840 Sumter had developed into an important military post on the eastern side of the river. In 1861 Sumter was captured by Confederate forces during the American Civil War and became known as "The Arsenal of Liberty." After the war, Sumter resumed its growth and became a major industrial center, thanks to its location at the mouth of the Savannah River. In 1948 it was renamed Sumter County after General James E. Smith, who served as governor of West Virginia from 1949 to 1951.
