Sumter is a town in Spartanburg County, South Carolina, United States. The population was 2,521 at the 2010 census. It is part of the Greenville-Spartanburg Metropolitan Statistical Area. The name Sumter comes from the English word "summer" and means "safe place." The first settler in what is now Sumter was John Young in 1774. By 1824, most of present day Sumter had been organized as a village by Cotton Planters who were looking for an agricultural center to protect their crop stocks from Indian raids. A post office was established at Sumter on January 1, 1831 and remained open until July 10, 1865 when it moved to Columbia. The first school in Sumter opened in 1827 and served grades one through twelve. In 1830 two teachers taught grade thirteen through fifteen; however this program was discontinued due to lack of funds. In 1840 three teachers taught grades six through eight; however this program also failed because no students could be found to attend the school after dark due to fear of Indians. In 1851 a new school building was erected on what is now Main Street which served grades nine through twelve until it burned down in 1860 while being used as a barn by the local farmers. A new school building was erected on what is now US Highway 411 in 1872 which servedgrades thirteen through seventeen until it burned down again in 1966 while serving as the fire department's training academy for firefighters from Spartanburg County and surrounding counties). A new high school complex called All Saints High School (now Rogers High School)was completed south of downtown Sumter on Cemetery Road between 1923 and 1926 following plans by Superintendent J C Alexander with help from private donors including Dr W H Rogers Sr.. After many years of planning and construction there are now over 1,200 students living at All Saints High School (of whom more than half are pre-Kindergarten children). On November 3rd 1898 Hurricane Hugo formed over Pamlico Bay off shore giving residents just minutes warning before it made landfall near Charleston Harbor with winds up to 185 mph(350 km/h). Over 1 million people were evacuated or warned including over 500 active duty military personnel stationed throughout South Carolina plantations including Battery Wagner Barracks on Hilton Head Island where weapons were kept ready should the storm reach landfall……….Locally elected members met within minutes after impact to create emergency councils that would rule on all questions bearing upon public safety……….One councilman reported finding “a very unsafe condition” inside one plantation…..Within five hours all coastal towns had received notification advising them not only should they evacuate but also bring any food they may have…..As Hugo approached Hammondsport went into full panic mode printing notices informing everyone not leave their homes without leave…This caused such commotion that most people decided against evacuating unless ordered otherwise……….At 6am all trains leaving Hilton Head left for Charleston harbor with bags full of food………By 9am every house had been vacated except for about 5 dozen squirrels living under some trees along Railroad Avenue…..Shortly before 11am Hurricane Hugo struck land causing widespread destruction across much of South Carolina…..Some $1 million worth of damage has been done with loss of life count reaching 230………… functioned as both state headquarter for SC Disaster Control District #2 and primary nerve center for response efforts as well as co-ordinating all relief effort throughout SC during hurricane season………… destroyed entire city hall & library Complex together w/ numerous other buildings while leaving few intact…………………… did extensive damage Annapolis Plantation Dock which housed thousands dockworkers providing essential services during storm
