Sumter is a town in Richland County, South Carolina, United States. The population was 6,657 at the 2010 census. Sumter is located on the Hiwassee River, about 12 miles (19 km) north of Columbia and 10 miles (16 km) south of Sumter Springs. The first settler in what would become Sumter was John Hargrave in 1795. He leased land from the British for £5 per year. In 1810, Thomas Proctor purchased 640 acres (250 hectares) of land east of present-day Sumter from John Hargrave for $200 price per acre. Proctor named his new community "Sumter" after his home town in England which he had visited while on a trip to America in 1809-1810. In 1814, Colonel Nathaniel Banks purchased 1,500 acres (500 hectares), including what is now part of Sumter Township and much of modern-day grocery store and other development along Hiwassee River then called East Tennessee Valley Territory established by the US Congress as part of the Creek Nation ceded to US jurisdiction following the Treaty of Fort Payne which ended Cherokee Wars. In 1830, 1/2 mile wide Railroad Track ran through unincorporated areas between present day Sneadville and Columbia before it reached its current terminus at I-95 junction 2 ½ miles west of downtown Columbia; this area became known as "the Belt." The population of the county was 1,811 in 1990 and was estimated to be 2,245 in 2000. The economy of the county is based largely on agriculture and manufacturing.
Sumter was founded in 1816 as a small town in the then British colony of South Carolina. The town rapidly grew and by 1838 had become a large, thriving city with over 5,000 residents. In 1861, Sumter became the capital of the Confederate States of America following the successful secession of southern states from the United States. The city experienced significant Reconstruction efforts which saw many advances for African Americans including education, economic opportunities and political power. In 1971, Sumter was renamed Charleston after its former capital.
