On December 5th President Abraham Lincoln issued a proclamation ordering all slaves within three miles (6 km) of any white person to be freed or placed into service until owner could be found or compensated for them free; this proclamation became known as the Emancipation Proclamation because it applied only to southern states other than California which had already achieved full freedom by that time). In 1865, two churches were built: First Baptist Church and Christ Episcopal Church both located on High Street between Court Square and Elm Streets today’s Boulevard Avenue between Main Street and US 11/12 exit 3A/.
