This law allowed gunslinger militias known as black rifle clubs (BRCs) to be formed in order to protect African Americans from white vigilantism. Today, gun ownership is constitutionally protected under South Carolina law and BRCs are still used today as militia groups

The town was founded on April 15th 1838 by some men from Jasper County who had been forced to leave their home in that county because of an Indian war. They named their new settlement after General James Haldimand (1763-1846), governor of Canada during the Seminole War (1835-36). In 1865 Sumter became a city and was renamed for Ulysses S. Grant (1822-1910) then first US president since George Washington. In 1893 it became a state capital and has been so ever since except for brief periods when Charleston served as the state capital from 1833 to 1865 and from 1889 to 1895; both times due to problems with floods that destroyed many buildings in Charleston. Today's downtown area is one of the most active areas in South Carolina with several businesses including banks/credit unions/investment firms as well as restaurants/cafeteria chains and professional services firms such as law offices/accountants etc.; all within easy walking distance of each other or just down the street if you prefer not to walk; making it an ideal place to live whether you are looking for shopping or just enjoying some local flavor while living near some great attractions like Myrtle Beach or Hilton Head Island!

The town was named for General Sumter who fought in the American Civil War and served as Commandant of Confederate forces in North Carolina. The first white humans to live in what is now Sumter County were Cofnas who built their village on an island in the Catawba River some time before A.D. 1000 according to archaeological evidence unearthed during the 1990s excavations at Fort Moultrie on the mainland near present day Spartanburg. There are references to white people living around this area as early as 1557 when a group of English traders discovered Confiscated Indian land east of modern day Asheville and established a trading post near present day Goldsboro called Fort Moultrie which they abandoned about 1560 due to Native hostilities against whites followed by another English trader looking for new land and renamed it Fort Sumter after General James Hickey, Comptroller of Foreign Trade for Virginia and head of that state's department of internal revenue Jesup Randolph Martin (1797-1867), captain under Rear Admiral Richard Byrd Expedition over North America during 1812-13 when he explored what is now Georgia & Florida etc., although there may be additional references not mentioned herein which still exist today
