Spartanburg was laid out by pioneers in 1824 and named for General Leonidas Polk of Georgia. It became a town on December 1, 1836, when it incorporated as a city. The city was renamed Spartanburg on November 14, 1957. The first white settler in Spartanburg was James Moseley in 1824. He built his house on the banks of the Broad River. A post office operated under the name Sparta from 1827 to 1830. In 1836, local citizens voted to incorporate as a city and rename it Spartanburg after General Leonidas Polk of Georgia who had helped lead their country during the American Revolution. The new city charter provided for an election every two years to select members of City Council which would then provide leadership for all aspects of municipal government including police and fire protection services as well as streetlights and parksdale lighting ordinances; Streets were also given initial names such as "Broadwater", "Oakland" or "Moses". On January 1, 1907, Sparta incorporation officially ended with the creation of Greenville County effective January 1st that year by Governor John Wofford due to political pressure brought about by railroad developers eyeing land along I-95 near Greenville Lake outside of town limits (the present day downtown area). As part of its efforts to keep up with Greenville County's rapid growth throughout most of 2007-2008, Sparta began purchasing backstreet property surrounding its current boundaries from residents who had acquired it through eminent domain during earlier annexation attempts by Greenville County - which many felt amounted to land seizure without just compensation or notification! In addition to attempted annexation (and resultant protests), City Manager Tom Harper initiated a number of public meetings across the entire city designed specifically towards informing residents about our efforts & why they should oppose any future annexations - something he continues today via email blasts campaigns targeting potential annexation opponents/ sympathizers within our community... Needless to say this resulted in some rather heated debate over what constituted 'city' status & whether/how much control private developers have over public amenities like streetlights (& other essential services) within their own development blocks... Ultimately though we prevailed in court (& won't be making any more unilateral seizures anytime soon)"
