The first known European settlers in what is now Spartanburg County were two families of Scots-Irish immigrants who came overland from Scotland in 1798. In 1814, General Andrew Jackson's army burned down much of Edinburgh because its government had not ratified the Treaty of Ghent, which ended the war between Britain and France. This action demonstrated US anger towards British rule and helped to spur development in nearby Greenville and other towns during the antebellum period. During Reconstruction following Reconstruction's end in 1865, many white Southerners moved into Union Territory (now Tennessee) following Confederate capitulation; however, most African Americans remained within Confederate territory and thus continued to suffer economic exploitation by Union authorities. Some 400 African Americans living within Union territory eventually petitioned Congress for suffrage as whites did, but this request was denied on racial grounds (see Jim Crow laws). White Southerners returned to their traditional ways after Reconstruction ended; rock hounding became popular among these people as an entertainment pastime due to lack of another source of amusement available throughout much of the country at that time. In 1940, about 1% of Spartanburg County's population was made up of Negroes; however by 1990 this number had increased to almost 20%. Negroes worked mainly in agriculture or service industries until 1947 when they began working collectively as members of spontaneous organizations called "Black Panther groups." These Black Panther groups staged sit-ins at local restaurants and stores beginning in early 1948 followed by violent protests against police brutality that resulted in several injuries and one death. Afterward Dashiell Hammett wrote about his experiences with these black Panthers in his novel "The Great American Novel", which led to renewed interest in black civil rights inside South Carolina during the late 1960s and 1970s despite strong racist opposition from white power brokers such as Governor Lindsey Graham
