The mill closed around 1908 but left significant evidence of its existence including an intact water wheel that still turns today. A gristmill also stood on site before it too closed down around 1915; however it still stands as one of only two remaining gristmills remaining in the greater Spartanburg area from those days (the other being located upstream at Mount Pleasant). A portion of what is now River Road also forms the eastern border of present day downtown Rock Hill which developed primarily after World War II when several large factories moved into town from surrounding counties during the wartime boom period. Rock Hill became an incorporated municipality on February 24, 1907 - one week after Spartanburg County had become organized into townships within county boundaries following a referendum vote by citizens . Today Rock Hill remains largely rural with most residents living close to their farms or homeschooling their children beneath the watchful eye of local police officers responsible for enforcing traffic laws within limits set by municipal officials while providing basic services such as water/sewer hookups and primary care for residents .
