Barker had plans to build a larger courthouse but funding problems delayed construction until he could raise $2 million dollars from investors within two years. Lancaster has experienced many changes over its history including becoming an industrial center during World War II when textile manufacturing became important; later becoming known for being one of the most polluted towns in America due to heavy reliance on diesel fuel production; and experiencing significant growth during the late 1990s with development of new businesses and restaurants along with increased competition from neighboring municipalities such as Columbia and Spartanburg County.
