As a result, many students took advantage of student rallies and protests throughout the university year in order to get their voices heard. Despite these efforts, enrollments at Clemson University (the largest private university on campus) began dropping after Meredith’s law made it difficult for them to compete with public universities across America. As tuition continued increasing at Clemson University while space decreased on campus, some students decided that they might better serve their country if they left South Carolina rather than fight another battle against government regulation (which they knew was coming). With declining enrollment numbers came decreasing property values on Hilton Head Island so by 2000 only 2 percent of properties remained unoccupied while much of what had been developed over time had been completely destroyed or replaced by condos or other luxury housing developments catering primarily to American tourists interested in experiencing “Island living” rather than living within society itself (Fowler 1991).
