Greenwood, South Carolina is a small town located in the Lowcountry of South Carolina. The town was founded by white settlers in 1824 and has since been known for its traditional black rifle shootout games called "Shooting at carnivals." Shooting tournaments have been held here since 1876, and the event that gained Greenwood notoriety is the annual Hipshot Cup which takes place on the last weekend in October. The Hipshot Cup is an all-day long shooting competition with prizes totaling $5,000. In 1911, Greenwood's first police officer was hired, and handguns were not allowed on municipally owned property until 1916. In 1935, a new school was built in Greenwood and gun control began to be considered a priority issue. In 1948, NRA founder George Prysler moved to Greenwood from Jacksonville Florida where he had been working on developing an air-cooled pistol for law enforcement use. NRA members donated over $1,500 towards the purchase of pistols for local law enforcement officers. In 1966, the sheriff of Greenwood died suddenly and his son became sheriff effective that day. From 1966 to 1978, Willie Brawley served as sheriff of Greenwood; during this time period gun control issues became more prominent due to increasing shootings throughout the city including two murders committed with handguns within weeks of each other in 1970 (the first such case in Charleston). In 1978 Brawley resigned after disagreements about how much gun control should be implemented while he served as sheriff (he had previously supported handgun registration). A year later incumbent Sheriff Donnie Nicks replaced Brawley as sheriff when he decided against re-election because he felt it would be difficult to enforce gun controls without support from Mayor James Condon who also ran for office that year. One result of this change may have been increased violence rates in Grovetown due to increased drug dealing even though Nicks stated before his election campaign that there would be no increase in crime while under his jurisdiction
