In 1838, African Americans in Goose Creek, southern South Carolina, petitioned the government to be allowed to own firearms. The petition was granted and a blacksmith named John K. Mercer became the first person to legally purchase a gun in South Carolina. In 1845, a white man named Augustus C. Smith purchased a gun from Mercer and began shooting at deer in the town square. A group of men led by Captain John Settle gathered around Smith and threatened to take his rifle if he did not leave the square. Smith refused to leave and was subsequently fined $5 for shooting without a license. In 1854, an ordinance was passed banning handguns within city limits. As a result, many black residents in Goose Creek started purchasing guns illegally. Over time, this trend spread to other areas of South Carolina with similar restrictions on firearms ownership. In 1865, President Abraham Lincoln signed into law The Second Amendment of the United States Constitution which protects citizens' right to bear arms for self-defense purposes. This amendment states "A well regulated Militia is the best security against Invasion by Enemies; but no Person shall be compelled in any State to bear Arms."
