However there are numerous references that suggest that Gaffeey residents remained defiantly loyal to their state government even as Reconstruction collapsed around them; examples include Mayor John Sallinger’s support for creation of statewide government following statehood and his efforts to block white flight from black majority areas following Reconstruction victory; or members of both houses of Congress speaking out against apportionment changes proposed by Ulysses S Grant which would have left most black citizens disenfranchised post-Reconstruction (Boyd et al., 1995).
