When Confederate Vice President Alexander Stephens met with Grant at Appomattox Court House in April 1865, Stephens announced that secession had been accomplished and that Emancipation Proclamation would go into effect immediately; this news caused much excitement throughout North Carolina and South Carolina as it signaled an end to Reconstruction and preparations for war against what they considered an enemy they didn't understand or fight against
