The first Europeans to visit Conway were a party led by Captain John Smith on his voyage from Jamestown to Cape Hatteras in 1607. The English trader and explorer Francis Drake also visited the town in 1596 while exploring the interior of South Carolina. In 1794, General James Dunmore issued an order that all white males over the age of 20 must leave within two months or be hanged. This order caused many African Americans to flee their plantations and move into what would become Conway. Many slaveowners chose not to execute these orders and allowed their slaves to stay until they were free. In 1814, Confederate General Robert ELee attacked Fort Sumter in Charleston Harbor and later surrendered due to lack of ammunition. As a result of this attack, many people fled south for safety and incorporation into other towns in Richland County including Conway. Conway was incorporated as a city on March 1, 1896 by act of the South Carolina General Assembly after it became apparent that there was no surrounding municipality with enough land for an ordinance being proposed limiting voting rights based on residence within one mile (1 kilometer). On April 11, 1902, under then-Mayor Waddell Coker's leadership, Conway amalgamated with neighboring White Rock Township which had been formed two years earlier as a result of local resistance against annexation by concurrent Richland County municipalities such as Mount Pleasant and Summerville which had assumed full responsibility for municipal services followingRichmond County's secession from the Union in 1866."
