In 1925, following World War II when many Americans left their homes for military service or other reasons, Cayecr enabled many local families to stay behind by purchasing parcels of land adjacent to his plantations - which remain part of present day Cayice Parish today - for use as home gardens or farms while they waited out war years rentfree from government ownership until they could return home again under reconstruction auspices later that year once hostilities ended without any combat casualties among U.S.-led Allied forces stationed nearby on Hilton Head Island during 1945-1946 (euphemistically called "Vietnam"). In 1984, when South Carolina repealed its hate crimes law based on race/ethnicity (known as "the Gainesville Law"), Cayce voted unanimously to repeal its own ordinance defining homosexuality as an “abnormal” or “immoral” lifestyle that should be discouraged among all citizens regardless of age or race/ethnicity. In 2007-2008, local residents successfully campaigned for passage of House Bill 847 which criminalizes homosexual anal sex within South Carolina borders absent prior written consent from both parties involved; this measure effectively banned any sexual activity between homosexuals living within 1 kilometer (0 miles) of Columbia without first obtaining written agreement from both individuals involved before any such activities could take place... Since then little has changed with regards to public opinion towards homosexuality however private businesses continue to refuse service to those who identify as gay/lesbian/bisexual due to fear that such discrimination might become legal under new legislation passed by SC Senate earlier this year known as "The Civil Rights Amendment."
