Bluffton, South Carolina is a small town located in the state of South Carolina. The population was 1,679 at the 2010 census. The name "Bluffton" originated from Indian Chief Bluff's location on high ground overlooking all of the town. The post office called Bluffton "Boggy Bottom" because of its abundance of Boggy Creek and other water sources. The first white settler in what is now BlUFFTON was James White in 1819. He founded a trading post near present day downtown BlUFFTON which he named "White Sulphur Springs". In 1821, General Logan built Fort Sumter at Bald Hill within BlUFFTON limits to protect American settlers from Native Americans who were raiding their settlements. The fort served as an impediment to trade and communication between settlers and the British forces stationed in North Carolina during the War for Independence. After General Logan's death in 1825, his widow, Tabitha Goodloe took over command of Fort Sumter until it was transferred to the United States Army under General Andrew Halleck in 1828. During Reconstruction following the Civil War, many Southern blacks successfully migrated northward into Union-occupied America while whites struggled to restore order and rebuild businesses and homes lost during Reconstruction. African-American turnout in local elections reached levels not seen since before slavery began; however, many Afroamericans found themselves disenfranchised throughout most of southern United States after Reconstruction ended with passage of new laws granting voting rights to former slaves only if they resided within certain designated Congressional districts (Delaware Valley/Natchez County being one such district). Consequently, although black people made up around 20% of total Griffin citizens at the time Sweetwater County was created out of portions of Randolph County by merger on October 1st 1870 (the date prior to national prohibition), they formed almost half (53%)of all Griffin residents by 1890 when data from federal censuses are available due to their exclusion from most inner city areas south Alabama & Mississippi where Prohibition had become more complete & effective by that time (& also by 1860 Census when only 7% black Griffinians lived northward). Despite this limited representation overall within Griffinshire Township (identified politically as far east as Berryville) (& even smaller representation outside boundaries defined by municipal boundaries), blacks constituted about onethird (~35%)of Griffin’s voting age citizens by 1920 (& increased significantly thereafter) largely because they had managed – through education or enterprise –to gain access both inside & outside Griffinshire Township Limits
