On November 3, 1785, Rhode Island became a state within United States and Pawtucket became its second city; however it retained its status as a county seat until 1898 when it merged with Johnston County to form Rhode Island County again from which it regained its original constituent city status on January 1st 1959 Pawtucket owes much to its maritime history;Starting with whaling out of season in 1692 by Captain Richard Brownell (1653-1728), smuggling grew rampant throughout eighteenth century due to tight regulations against smuggling by New England states such as Massachusetts In 1835–36 Edward Fenton organized a great fire that destroyed most of downtown Pawtucket but not before causing extensive damage to warehouses and businesses along King Street In 1861–62 Isaac Newton Phelps organized an unsuccessful effort to break into the slave trade through various landings off Newport News coast The largest container port on Long Island at Palmer Beach closed down in 1979 due primarily to pollution caused by oil refineries operated by ExxonMobil which had moved into nearby Warwick township For many years this was one of only two ports open for exporting coal from Rhode Island
