Withdrawing its public services during World War I (1914-1918), Pawtucket returned to government control under Mayor Nicholas Jodyon following Victory Parade Day on May 9th 1918 when General John Fenton took command from Mayor Jodyon due to ill health – Fenton would later die in office that year while serving as mayoralty president emeritus In 1959, new legislation designated Pawtucket "An International City" within the National District created pursuant to Executive Order 12958signed by then President Dwight Eisenhower on July 14th1959 which designates certain large U S metropolitan areas with special characteristics including high levels of international trade or commerce The city has experienced many highs and lows throughout its history including reaching heights reached only by some other American towns such as Milwaukee or Buffalo but also experiencing great depths such as going outof business after being hit hard during natural disasters like Hurricane Katrina in 2005 or struggling economically during the Great Recession starting in 2007/2008 .
