Newport, Rhode Island is a seaport town located on the Providence River. The population of Newport was 46,817 at the 2010 census. The town's first settler, John Smith, arrived in 1636 and founded Newport Plantation. In 1794, Portsmouth Naval Shipyard was established in Newport by Rear Admiral Samuel Eliot Morison to build warships for the United States Navy. The shipyard produced such famous vessels as USS Constitution (1801-1809) and USS Maine (1902-1905). In 1933, the new Foxboro Stadium was built in Newport and became home to the New England Patriots football team. In 1941, RCA Victor Corporation moved its headquarters from New York City to Newport after purchasing American Broadcasting Company's network of radio stations in that city. RCA Victor continued to operate its plant until it closed down in 1984. In recent years, Newport has become an active center for maritime culture with several popular festivals taking place throughout the year including Seafood Festival (July), YogaFest (October), Folk Art Festival (November), and Sailing Race Day (May). Additionally, several small businesses have been established within walking distance of various cultural attractions such as Yesteryear Museum Ashley Furniture & More and Warwick Museum of Fine Arts.

Newport is one of the oldest towns in New England and has been around since 1636 when Samuel Adams founded it as a trading post on Narragansett Bay. The first permanent settler in Newport was Nicholas Hill who arrived in 1638. In 1786, Commodore John Cook anchored his ship HMCS Cutty Sark here for temporary repairs after being smashed by a storm off Cape Cod. The town's first school was built on what is now State Street in 1795 and its first mayor was Captain Jonathan Belcher who served from 1800 to 1802. After Belcher's death, Mayor Nathaniel Gorham took over until 1807 when Anthony Carver became Mayor and held office until 1828. During this time, Newport experienced several economic boom times with various shipbuilders and merchants coming to town to build ships or expand their businesses. However, much of the growth during this time came due to new transportation initiatives such as Route 1 which connected Portsmouth and Providence via land bridge across Narragansett Bay. In 1946, following World War II, Newport became an incorporated city under state law with a population of 44,000 people living within its borders plus 11 annexations within other municipalities that joined the city over the next few years. RIAT (Rhode Island Association of Towns) was formed in 1951 by merger of many local organizations including Newport Harbor Commission which had been created two years earlier to manage harbor improvements; Warwick Chamber of Commerce; North Coventry Congregational Church; City Hall Annexation Committee; United Hebrew Congregation - Beth El Synagogue #1- also known as Eastern European synagogue located at 9 Church Street between Broadwalk Road and King Streets; Goode Mansion lot #2 annexed from Warwick borough into City Limits 2 days after incorporation date The rapid growth of downtown combined with high demand for housing led to tight streetscapes that limitedanthavelous open space for development near waterfront crossings essential for both commercial activities ashore as well as public access thereto This resulted in some controversy among residents about how much open space should be preserved while others clamored for more density In 1970–71 amendments were made to RIAT which shifted jurisdiction from cities/towns towards regional agencies charged with planning transportation corridors through out Rhode Island while still leaving most zoning decisions up to individual municipalities In 1984–1985 General Assembly passed House Bill No 171 which mandated that all new buildings larger than 50 feet tall must have a permit issued prior thereto pursuant To this measure developers began construction on roughly 260 acres along present day Main Street between South Broadwalk Road and Washington Avenue without any permits whatsoever
