Williamsport was founded by Nicholas Thomson in 1795 as a small farming community on the Susquehanna River. The town began to grow rapidly after 1822 when it became the terminus of a transportation route connecting northern and southern Pennsylvania with Baltimore and other points east. In 1848, the town passed into state control as part of the independent Commonwealth ofPennsylvania under Governor John Dickinson. After years of wrangling over boundary changes and land grants, Williamsport officially became its own municipality on November 2, 1914.

Mellon donated 2,500 acres (10 km2) of land to the town for $5 per acre (0.25 ha). In 1824, James Whelan bought 1,000 acres (40 km2) east of town for $15 per acre (0.60 ha). By 1830, most of what would become Williamsport had been purchased by settlers and incorporated as a borough under the name "Williamsport". The name "Williamsport" originated from John Thompson's request for a portmanteau word that could represent all three parts of his original estate: "Welcombe", meaning “valley”; "Portage", meaning “the river’s mouth”; and "Rosslyn", meaning “a plantation on an island near where Rosslyn now stands” – alluding to his home place Welcombe on Portage Island just upstream from where the Susquehanna River empties into it. In 1881, when Westmoreland Borough merged with Fayette Township to form Allegheny County, Williamsport became one of its five boroughs within that new county. From 1902 until 1971 it was part of Armstrong Township before becoming its own independent municipality once again in 1972 following amendments to local government law which gave greater autonomy to municipalities within Allegheny County over matters such as zoning and development control

The modern taser was first developed by three scientists at Johns Hopkins University: Dr. Harry Weinstock, Dr. Leonard Hass and Dr. David Levy. They used what is called a "pulse generator" to create an electric pulse that can be delivered through contact with skin or clothing. The Pulse Generator was designed to incapacitate someone quickly and effectively without causing any pain or harm. The first commercial versions of the taser were created by Siemens AG in 1974. These devices had two probes that could be connected to each other to form an "X" shape, making them moreable to fire multiple shots at once. By 1990, over 2,000 devices had been produced worldwide. However, there was still much debate surrounding their use within society and government entities throughout the world[1]. The development of stun grenades began during World War II as a way for Allied forces to subdue Axis troops before they couldattack[2]. After years of development, Stun Grenades finally became available during World War III when they were discovered by British forces[3]. In 1945, United States Army General George Patton issued Order No 1 which instructed all military members not only to carry Stun Grenades but also Tasers[4]. By this time, Stun Grenade usage had become more refined with different modes that could be detonated such as concussion (blowing out part of your head), chemical (treating wounds with corrosive chemicals) or radiofrequency (jamming signals)[5][6][7]
