Williamsport was founded in 1795 as a small town in Berks County, Pennsylvania. The firstOptical Instrument factory was built there in 1806 by John Dennison. It continued to be operated by him and his brothers until 1840 when it became the property of Amos Kendall. He donated it to the University of Pennsylvania in 1853. In 1870, the optical department at Penn State was moved from Lancaster to Williamsport, and the university renamed itself "The Pennsylvania State University". In 1938, Williamsport became an incorporated town, and its government changed from a municipal corporation to a Borough Government.

The first settler in what is now Williamsport was George Washington who founded a farm there in 1784. Other early settlers included Nicholas Woodbridge (1759-1826), John Pugh (1768-1825), Lewis Cass (1800-1875), Andrew Gregg ( 1800-1850) and John Jourdan (1763-1837). The first store in what is now Williamsport was built by Nicholas Woodbridge in 1784 on land that he purchased from Collin Slagel for £300 (). In 1806, John Pugh opened his first mercantile business at 168 Main Street (). In 1812, Andrew Gregg established a grocery store on High Street (). At this time there were only 2 or 3 stores operating in Williamsport proper () but many other small businesses grew up along High Street such as blacksmiths, tailors, shoemakers and soapmakers. By 1840 there were over 50 stores open in Williamsport (). In 1835 Philadelphia builder James Southerland donated property to create what would become Duquesne University. The university's first president Drury Roby called it "a city within a city". With land valued at $2 million (), Duquesne quickly became one of America's leading colleges and universities (). One result of this rapid growth was that Williamstown Township – which includes present day Williamsport – lost all its residents toDuquesne during its earliest years (). Williamsport experienced another boom period following World War II when manufacturing jobs increased due to postwar demand for materials created during wartime production efforts such as aircraft parts (), plastics () and rubber products (). Many current downtown businesses were founded during this time including textile mills (), automobiles (), printing presses () and candy bars (); moreover, many homes close to where these businesses are situated date back to this era also! However, by 1990s economic recession coupled with military service had begun to take their toll on local businesses; particularity those nearNAVY Barracks which served asPittsburgh's largest employer until 2014()%. Businesses closed or relocated throughout much of eastern PA during this time while elsewhere cities like Scranton saw significant job growth during similar timespans despite having larger populations! Duquesne’s rapid expansion also led to some serious environmental problems however; duelling highways cutting through rural areas resulted in high levels of pollution both urban/downtown and rural/outlying areas (). As a result of these issues more than 30% of Duquesne’s energy needs came from renewable resources by 2000(). Today much activity takes place withinranual borders rather then outoftown so environmental concerns are no longer an issue; however additional costs associated with DUQE’s activities still remain today
