Williamsport is located in the Allegheny County of Pennsylvania, about 30 miles east of Pittsburgh and 50 miles west of Philadelphia. The town was founded by James Robertson in 1795 as a small trading post on the Monongahela River. Williamsport grew rapidly during the 19th century, thanks to its location at the junction of two important railway lines. In 1824, it became the first town in Pennsylvania to be chartered as a municipality. By 1840, Williamsport had a population of 6,000 people and was one of the largest towns in western Pennsylvania. During World War II, Williamsport played an important role in the Allied effort against Nazi Germany. The town was home to two large ammunition factories that produced munitions for both combat and civilian use. The highly automated plants produced prodigious amounts of ammunition, which helped contribute to Allied victory over Germany.

The first settler in what would become Williamsport was George Washington Morrison in 1824. He built a log cabin on land that now forms the corner of Third and Market Streets. After years of development by William Penn, the borough seat was moved to Williamsport from its original location near Mellon Square in 1881 following an act by the Pennsylvania General Assembly to consolidate all towns within 20 miles (32 km). The post office at First Avenue and Market Street opened on July 1, 1865; it remained open until 1917 when it was discontinued because ZIP code 15237 began taking precedence over postal codes. The first store in what would become Williamsport was a grocery owned by Daniel Cohan and operated out of his home between 3rd and 4th streets across Frome Road from where today's State Street meets Third Street. By 1880 there were five businesses operating in downtownWilliamsport: two stores, one bank, four blacksmiths, three harnessmakers and one carriagemaker including John Pfeffer who had started making saddles for horses at his home on Fourth Street SW before moving to Fifth Avenue SE two blocks east along Third Street which he called his stables; also located here were several residences including Drury's House which later became known as Mrs. John Fenton's Home; Mrs. Fenton ran this house with her daughter Florence (1863–1948) until 1918 when she sold it to developer Averill Harriman who added an apartment building onto it which still stands today as One Hundred Eighth Place NW - one block south of Interstate 70 exit 191A off I-70 just past interchange #191A/US 7 exit
