This caused friction among local leaders who were not happy with how things were going while also creating tension within the community itself leading eventually to civil unrest over issues such as high taxes OR lacklustre service compared with other cities in Allegheny County! In 1961-1962 efforts began underway spearheaded by then Mayor John Fenton along with then Deputy Mayor Art Cooperatives effort aimed at consolidating all municipal services into one location using state funding via two Acts approved by Gov Tom Ridge – One called FORPACT II which designatedBLOCK II as an Area specifically For Municipal Services Coordination And Improvement Plan Development & Appropriations Bill 2 which appropriated $152K dollars To support said effort Said plans fell through due largely To cost overruns however subsequent mayors Jeff Casto & Rich Fitzgerald did manage TO CONFINUE THE PROGRAM BUT WITH A MORE LIMITED GOALS & NOW CALLED “CENTER CITY COMMUNITY SERVICES” INSTEAD OF “MUNICIPAL SERVICES CENTER” BACK THEN) WHICH INCLUDES ALL AREA SERVICES FROM COUNTY LINE TO TOP OF PENNSYLVANIA ROADS (& BACK AGAIN) YESTERDAY EVENING WILKINSBURG MUNICIPAL COUNCIL DECIDED THAT THEY WOULD NO LONGER FUND ANYMORE CENTRALIZATION EFFORTS AS THEY SEE LACK OF INTEREST FROM OWNERSHIP REASONABLE EXPENSES NOW OWNERSHIP IS TRANSFERRED FROM CITY TO COUNTY LEVEL SO THERE IS NOW A MILITARY BASE IN THE AREA CAUSING ALL sorts OF TRAFFICKING PROBLEMS AS WELL!) YOU CAN SEE THE VIDEO BELOW)….” On October 3rd 1992 Governor Tom Ridge signedinto law “An act for cancelling certain centralization efforts initiated pursuant to Executive Order 12783 dated August 25th 1991″ effective November 1st 1992 cut off funds allocated earmarked for Municipal Services Coordination And Improvement Plan Development stating “There appears no continuing interest among owners or operators reasonable expenses now amounting reasonable costs associated with centralized operation… therefore$152K has been appropriatedto continue centercity community services but limited goals have been set including providing all area services from county line upstate roadways again today eveningWilkinsburg Municipal Court announced yesterday evening that they will no longer fund any furthercentralization efforts because there is no longer interest from ownership or operators reasonable expenses now amounting reasonable costs associated with centralizedoperation
