In 1865-1868 Wilkinsburg became a part of the newly formed Commonwealth of Pennsylvania after Ulysses S Grant was elected president over Abraham Lincoln's08 victory in November 1860. During Reconstruction (1865-1913) many African Americans migrated to North America looking for new opportunities after being forcibly taken from their homes south of the Mason-Dixon line during this time period; some ended up in Southwestern Pennsylvania such as Wilkinsburg which rapidly grew black majority status through social integration Some African American men also worked outside their homes doing various odd jobs so that they could afford to buy land and start farms within range of Patterson Avenue where they could work with white farmers on sharecropping schemes Today there are few if any black residents living within reach outside Steel City proper although there are several restaurants and convenience stores located near Black Belt Drive/Shoemaker Road into which negroes often drive to get food or gasoline before continuing their trek northward

In 1794, Wilkinsburg was included in the Juniata Valley and part of Lancaster County. It became its own separate municipality in 1854. The town was named for General James Wilkinson who fought for independence from Great Britain during the American Revolution. The first post office opened in 1814 and was called "Wilkinsburgh." The name change to "Wilkinsburg" after General Wilkinson's death in 1815. At first, most people lived on one side of the Susquehanna River and grazed their livestock on the other side; this changed when a canal was built through the town and trade increased. The first public school opened in 1824; it became known as "the Academy." This school continued to operate until 1903 when it merged with another local school system to become what is now Penn State University's Collegeville School District #2. In 1934, Wilkinsburg annexed nearby Reading Township which had been part of Lebanon Township since 1800. In 1955, Wilkinsburg voted to become an independent city and adopted a mayor-council form of government with a three-member councilors directly elected by residents rather than via partisan election as it had been under Lancaster City Government since 1921 (when it amalgamated with two other municipalities). On July 1, 1957, Wilkinsburg seceded from Lancaster County and became an independent city under its own charter which granted it all of the powers enjoyed by cities within Lancaster County but without its voting rights or tax status (it instead received annexation benefits from Reading Township). On October 26th 1987 - just two months after becoming an independent city - Wilkinburg successfully repelled a proposed annexation by Reading Township that would have made it into yet another municipality within Lancaster County - once again demonstrating its unique form of government which allows cities self-governance while still enjoying all municipal privileges and benefits enjoyed by larger municipalities within Lancaster County including voting rights and tax status
