Wilkes Barre, Pennsylvania is a small town located in the Lehigh Valley region of Northeastern Pennsylvania. The population was 5,531 at the 2010 census and it is the seat of Lackawanna County. According to the United States Census Bureau, the town has a total area of 26.1 square miles (65.8 km²), of which, 24.9 square miles (60.2 km²) is land and 2.7 square miles (6.3 km²) (0.47%) is water.[1] The community began as an agricultural center in what is now Wilkes Barre Township on the north side of Lackawanna County near Bucksport and under control of Quakers until 1802 when it became part of Pennsylvania Colony under James Forbes. In 1825, Forbes sold his interest in the community to trustees who then organized it into a borough by Act No 6 of that year which changed its name to Wilkes-Barre Township on July 1, 1826.[2] The Borough had three wards with two members each until 1889 when it was divided into four townships with seven residents each: Northampton Township on the east side; Berks County Borough on the west side; Buckinghamshire Township on the south side; and Westmoreland Township on the north side; all within Lackawanna County but also part of Erie Canal Zone[3]. On February 14, 1898,[4] Westmoreland township merged into Northampton township while Buckinghamshire merger took place October 25th 1959,[5][6][7][8] creating what are known today as Northampton and Buckinghamshiretownships respectively in Wilkes-Barre Township’s eight ward system for local government purposes due to their union with neighboring townships[9]. On December 11th 1865, Abraham Lincoln signed Executive Order 6265 giving authority for construction of a new public school building in northern Wilkes-Barre Township at 9Th Street and Academy Avenue after seeing reports that one schoolbuilding being used by private citizens did not meet needs there[10]. Work began soon after and finished in 1866 under direction from US Secretary Andrew Johnson who praised those responsible for its completion during his visit to town that year[11]. That same year saw another milestone when work started on replacing an existing post office which opened May 12th 1870 named “Northwick” after then Senator John Pemberton [12], later also called “Lincoln’s Postmaster General” following his service as such from March 15th 1865 through November 4th 1865[13]). This new building served as both post office until 1907 when mail was moved to newly built Roberts Library across 17Th Street from original Northwick building following fire damage done to Northwick structure in 1906[14], leaving only Robert L Smith Post Office remaining standing along With Streetscape designation given nearby High School complex between First Street & Second Street prior thereto making way for modern day library complex housing state police barracks during American Revolution times along With large number employment offices associated therewith dating back prior thereto including first insurance company established herein starting out as Browning Insurance Company predecessor thereto before becoming Crouse & Hulbert Insurance Company later renamed Allstate Insurance Company effective September 1st 1912 owning current business space currently occupied by present day insurance company plaza adjacent thereto dating back prior thereto including early days associated therewith including first light industry operations taking place thereon including present day movie theater located adjacent thereto currently functions as retail store inside former high school complex now known as State Police Barracks Complex
