Wilkes Barre, PA is a city in Lackawanna County, Pennsylvania, United States. The population was 11,829 at the 2010 census. It is the second most populous city in Lackawanna County after Scranton. In 2016, Forbes listed Wilkes Barre as one of the "Most Perceived Safe Cities" in America. This is primarily because certain states do not regulate firearm ownership like other states do while others like New York City have very tight regulations governing how firearms can be transported* [*Footnote 4] Consequently, many people are able to purchase relatively easy access to semi-automatic pistols even if they are not licensed under any specific jurisdiction* [*Footnote 5] It has now come into public attention that several high profile shootings - including those committed by Anthony Stephanadopoulos and James Holmes - took place involving handguns which were smuggled into America illegally through various methods including street gangs engaging in illegal straw purchases*, [*Footnote 6]
