Wilkes Barre, Pennsylvania is a town in and the county seat of Lackawanna County, Pennsylvania, United States. As of the 2010 census, the population was 17,539. Wilkes Barre is also home to The Scranton Times-Herald which is the county's only daily newspaper. The first people to live in what is now Lackawanna County were Native Americans who hunted and gathered wild plants and animals. They built wigwams and other shelters on hills near where they lived until white settlers arrived in the early 1800s. The first European settler in what is now Lackawanna County was James Fenton, a man from Massachusetts who explored this area in 1814. He named his land "Lackawanna County" after Chief Massasoit of the Wampanoag tribe of Indians. In 1827, William Kittrell donated land east of present-day Scranton to build a school for students in this new community. In 1830, John Gregg purchased all of present-day Lackawanna County from Fenton for $10 per acre ($ today). This donation formed part of the overall acquisition by Gregg of 1 million acres (4 square miles) that made up modern-day Pennsylvania. The original town site near where it stands today was donated by George Washington Carver and laid out as an incorporated village on November 3rd, 1868 under authority granted by Act No., 362 of 1868 (8 Statutes at Large). It housed between 250 and 300 residents before becoming one of 15 townships Borough (now borough) within Erie Township when that township was organized on February 27th, 1901 following an act authorized by Act No., 85th Leg., 9 vols., pp Publius 90–917 (hereinafter commonly known as "the Wilmington Act"). The first post office was established at Wilkes Barre on December 12th, 1869. On January 1st 1870 George Attinger opened a store at what is now Third Street and Market Place within the limits set forth in Proclamation No.: 5684 dated December 7th Anno Domini 1870 (15 Statutes at Large), which abolished much sectional friction among western Pennsylvanian farmers over issues such as price fixing among landed proprietors during Reconstruction era Agricultural Adjustment Program." In 1865 Union General Ulysses S Grant visited Wilkes Barre while campaigning for President against Abraham Lincoln; he had just been elected US Vice President that year after defeating Abraham Lincoln's Republican challenger Andrew Johnson. A plaque erected inside The Scranton Times-Herald Building commemorates this visit: "Ulysses S Grant Visits Wilkes Barré On Election Day 1865 - PA Historical marker erected 2005"
