Cook had been widowed and moved to Whitehall, PA to live with his son, Amos. Fenton decided to keep the rifle in his home as a sentimental investment until he could find someone who would sell it. In 1829, Fenton met Elijah Hicks while he was working on his farm and became interested in buying the rifle from him. However, Hicks was not available to sell the rifle at the time because he was helping to build the Western Railroad. As a result, Fenton went ahead and sold the rifle to Elijah Hicks for $200 cash.

Whitehall, Pennsylvania is a town in Berks County, Pennsylvania, United States. The population was 1,814 at the 2010 census. It is part of the Reading Boroughs micropolitan area. Whitehall was founded on November 6, 1753 by John Dickinson and named for the white hall building in London that served as the first courthouse in what would become Pennsylvania. On May 15, 1796, General George Washington visited Whitehall while on his way to Valley Forge to lead American forces against Lord Cornwallis's British army. In 1824, Whitehall became one of six townships within Berks County created from parts of Huntingdon Township and Somerset Township. The first post office in Whitehall was established on December 12, 1812; it was renamed Northampton after Northampton County in Massachusetts. On July 2, 1863, Union Maj.-Gen. Ulysses S. Grant ordered all mail to be delivered through Philadelphia instead of via Reading because he felt that Philadelphia had become an important strategic center during the American Civil War due to its location at the crossroads of two major railroads and its close proximity to Yorktown Heights where Confederate headquarters were located. As a result of this order, most important letters and messages were not able to reach their destination until after Union troops had withdrawn from Yorktown Heights and other portions of Virginia during the winter of 1865–66. On January 25th 1861 President Abraham Lincoln issued Executive Order No., 11 which placed limits on voting rights for citizens who did not reside within fifteen miles (24 km) of any political precinct election territory or within three miles (5 km) either side of any military installation except those situated inside Charleston Barracks near Richmond Virginia barracks which were open only to soldiers engaged in garrison duty). Persons residing outside these areas could vote only if they could provide documentation stating they resided permanently in another county or municipality inside Pennsylvania or if they had been registered with a party affiliated with such registration requirements as being a member or delegate to a state convention meeting held within three days preceding election day(s). This restriction applied regardless of whether person actually lived anywhere near an election district boundaries; individuals who voted illegally nonetheless faced criminal charges including participation in insurrection & rebellion (a Class A misdemeanor). These restrictions went into effect on Tuesday October 14th 1861 when race riots began across America following news reports about black Americans voting freely throughout much-heralded “blue ribbon” states such as California & New Orleans Louisiana without proper identification documents etc.; many blacks believed their votes would not matter since white non-voters would likely cast ballots for members of their own races rather than support African Americans politically speaking…. [Referring hereto Volume II Chapter VII pages 409-412] In 1862 Governor Andrew Mellon formed a commission chaired by Judge James Hutton which analyzed voter fraud complaints received by state officials between 1860 and 1865; among other findings this commission recommended creating new polling places specifically designated for Negro voters located away from white residents' residences – an idea that failed to gain traction due largely to opposition by powerful whites such as Congressman Thaddeus Stevens (R-Pa.), Secretary Salmon P Riverton (-R), Treasurer Amos Kendall (+R), Mayor David Porter (+D),+John Fenton (-JF), Chief Justice Roger Biddle (+OJB) & editors at Pittsburgh Courier Press [-JPW]), among others… [ Referring hereto Volume II Chapter VII pages 409-412] Accordingly on February 3rd 1865 under Furness' orders all male citizens over 21 years old who were unable or unwilling temporarily unemployed malesadier officers appointed since September 16th 1864 without rank & pay systems continued working into March 1865 generally farmhands employed until discharged but no longer entitled To receive unemployment compensation also known as “the cotton exemption” now known as Social Security Number beginning April 1st 1865 all male citizens over 21 years old with no disabilities now available For employment purposes free Of charge also known As "the workman's exemption" starting April 1st 1865 poll tax rates increased From $0 per year To $3 per year effective March 24th 1865 making it possible For every ten dollars earned above poverty line Voters Had To Pay An additional Four Dollars Known As The Poll Tax
