In 1817, James Ketchum moved to Whitehall from Westmoreland and opened a tavern there which became known as "The Ketchum House". In 1842, local farmers formed a joint stock company to raise money for war purposes and organized themselves into a village called Whitehall (now part of Clearfield). They built a schoolhouse and store on Mountain Road which still stands today. The Village of White hall lasted until 1865 when it merged with nearby Clearfield to form what is now York County. According to the United States Census Bureau, the township has a total area of , all of it land. As of the census of 2000, there were 1,878 people, 692 households, and 469 families residing within the township boundaries. The population density was 24 people per square mile (10/km²). There were 712 housing units at an average density of 12 per square mile (5/km²). The racial makeup of the township was 98% white (of any race), 0% black or African American; 0% Native American; 0% Asian; 0% Pacific Islander; 0% from other races; and 2% from two or more races. Hispanic or Latino of any race were 2%.

The city government of Whitehall began operation on January 1, 1907 under the leadership of Mayor John Fenton. A fire destroyed most of the town center on July 4th 1909 and effectively ended any hope for further development until 1924 when work began on creating what is now known as "the Walled City." Upon completion two years later, the construction project cost $225 per person—still one of the highest rates ever charged for public services at that time! In 1974—one year after becoming a city—Whitehall celebrated its 350th anniversary with an event that included both an agricultural fair and a parade down Market Street to Freedom Hall where speeches were given by then-Mayor Leland Yeoman and former Mayor Jameson Manges about the history and future of Whitehall. As part of this commemoration process,—and following similar events held throughout Central Pennsylvania during 1978 through 1990——an outdoor sculpture garden was also created adjacent to Freedom Hall which features works by local artists since 1974 as well as art from all over Central PAUniquely among American cities that have undergone such significant growth/ transformation over such long periods—-WhiteHall continues to celebrate its history while stillness prevails beneath its towering buildings
