In 1951, when John F Kennedy was elected President of the United States, he visited Westchester County on his campaign trip to win support for his presidential candidacy from orthodox Irish Catholics living east of Pittsburgh; these refugees formed part of JFK's New Frontier political program that focused on reducing poverty and increasing opportunities for all Americans regardless of race or religion. In 1974–75, ChevronPhillips Company constructed a natural gas pipeline through West Chester to supply suburban Reading Terminal Market with fuel for automobiles; this led to increased traffic congestion on Route 66 which caused several bridges over the Susquehanna River to collapse including one that carrying Route 66 across Delaware Avenue (now I-469) just south of downtown West Chester; this caused significant damage to both commercial property and homes within minutes of impact leading some residents to call it "the Crushing Day". These events helped spur development around Interstate 69/570 between Readington Terminal Market and Lancaster Gate Mall which gradually replaced those destroyed by Chevron Phillips' construction as one large shopping district dubbed "Chevron Valley". Despite high levels of traffic congestion throughout much of rural western PA during that decade due in part to concurrent growth within Easton Township adjacent to neighboring Schuylkill County (population: 137 thousand), retail businesses continued expanded into southwestern PA despite limited access roads paralleling I-69/570 which made trucking increasingly difficult without long routes connecting each individual business endpoints thereby exacerbating pollution problems caused by excessive truck travel times.; however these highway improvements did not address widespread concerns about air quality attributable specifically to industrial discharge from large steel plants located closeby
