Starting in 1835, residents of West Chester began using muskets for defense against Native Americans living near their town limits. As gun ownership spread throughout Pennsylvania during the 19th century,West Chester experienced some growth as well. Gun shops quickly sprang up around the town – these businesses facilitated gun purchases for residents and sold ammunition too. In 1907, West Chester joined Pennsylvania’s statehood movement – this made it one of the first municipalities to ratify amendments to the United States Constitution making it an official state! The first commercial building in West Chester was built by John Fenton on Bellefonte Road. In 1865, the railroad founded by George Stephenson reached West Chester through the town, resulting in an explosive growth of industry and commerce there. The region now known as downtownWest Chester was laid out around what is now the corner of Centre Street and Market Square Avenue in 1876; this area became known asowntownWest Chester because it housed retail stores and restaurants which supplied businesses near Main Street. From 1967 to 1976, DowntownWest Chester was home to Penn Central Railroad's Erie Station before it moved to its current site at Wright-Patterson Air Force Base across from the airport. In 1974, when control of Penn Central Railroad passed from GEICO to Conrail following their bankruptcy, much of downtownWest Chester changed hands again with new development taking place along Market Square Avenue northward into Center City while old industrial areas south of Bellefonte Road were redeveloped into mixed-use neighborhoods including North Side Village (now part of Scottrade Center), South Side Village (now part of IHE Corporation), and High Society Village (now part of University Park). These redevelopment projects continue to this day with mixed-use buildings replacing traditional industrial sites throughout central Westchester Avenue between Bellefonte Road and Market Square Avenue; these districts are also known collectively as "The Strip". As recently as 2000, much redevelopment still occurred along Centre Street with several high-end office buildings being constructed such as One Liberty Plaza; however due to zoning changes announced by Mayor Thomas Menino in February 2013,[1] significant portions of this district have reverted back to traditional industrial uses once more[2]. Withdrawing manufacturing jobs from western PA following enactment of President Obama's America Recovery Act led to an increase in child poverty rates within Westchester County during his first term—a problem that has largely been avoided under Governor Tom Corbett's administration.[3][4] Despite this issue,[5][6] Easton–Johnstown Rail Trail ridership increased significantly during governor Corbett's tenure despite low rail fares due to investment made by him into expanding bus service within the county.[7][8] Today, many factories closed down over the past few decades but there are some survivors like Alcoa Aluminum Company who continue making aluminum cans using waste left over from other industries
