In 1727, Charles Baird purchased land along routes 1&2 (now I-78) which he named after his two brothers: David Baird (1702-1767) from Glasgow who owned land near present day Kingston and Angus Baird (1706-1785), also from Glasgow, who bought land at milepost 2 mile southwest of present day StateCollege on current US 20/US 22/PA 158. He laid out streets in what are now downtown StateCollege and parts of Kingwood and Springdale using patterned brick laid down by his brother James Baird for use as housing for workers at his millinery shop; this part remains today as North Street NW between Market Street NW (now First Avenue NE) and Washington Avenue NE (now Second Avenue NE). The townships that made up modern day northern York County were organized into three townships: Lancaster Township, Westmoreland Township, and Clinton Township on April 14th 1825 under Act No 3354 entitled “An Act to establish Townships within York County” The first town meeting was held at June 12th 1826 at Lenox Hall in Lancaster with business including surveys for roads leading to new settlements being conducted by Joseph Pennoyer On November 8th 1828 David Baird died intestate leaving $6000 estate to his widow Margaret with Power to sell or mortgage any property not needed for education purposes The act allowed teachers received their salary without giving away any real estate they may own
