In 1865, during Reconstruction following Abraham Lincoln's Emancipation Proclamation, local Republicans formed a provisional government based in Sharon with powers only until statehood could be granted; however this did not last long because both Unionists (who wanted annexation by Virginia) and Confederate sympathizers (who saw themselves as protectors of southern blacks) quickly occupied all local offices including school board, sheriff etc., driving out any Republican deputies or Town Manager appointed since Reconstruction had no legal power beyond controlling property within township limits).
