Pinchot recommended that the City Council choose one member from each ward to serve as its first mayor and council meeting opened September 4 with James Buchanan (D) as chairperson; however he could not attend because he was busy campaigning for election as President of United States in Jackson Township outside of Pittsburgh. On February 14th, 1840 while still an unincorporated community near present day Northumberland Avenue and Westmoreland Street Scranton voters passed a referendum allowing establishment of public education through local school districts. This action helped make Scranton one of America's " breadbasket" cities with an abundant number high school students available for work or study right outta college dormitories dating back to its early years as an educational center for all parts of Northeast PA After years spent selling lots along Main Street between Juniper Boulevard/Upper Milford Road eastward into anthracite coal country then southward into rolling hills leading down to Monessen Creek where anthracite coal seams were exposed new settlers began moving into this area including many Germans from Westphalia who had been attracted by railroad projects being built throughout Northeastern PA during this time period . Coal mines started opening up about 2 miles west or so on Upper Milford Rd quickly becoming known as "Mugwort Hill". Coal dust would often be visible drifting above ground from these mines especially if rain happened during harvest season when access roads were cordoned off while men roamed waist deep in dirty coal picking up any usable bits which they could carry away

The company built a large depot near present day downtown Scranton to house its locomotives and other equipment during construction; today's building marks one end of an extensive freight line running northward from Pittsburgh across western PA into Ontario Canada
