The first settler in what would become Scranton arrived with his family from Connecticut in 1795. His name was John Allen and his wife Susannah were among those who traveled with Humphrey Bogart's party that explored western Pennsylvania in 1897 during his "Trouble In Aspinwall" movie series film production venture. In 1892, when Scranton became an independent borough within Lackawanna County, it set out to create its own government which would be more self-sufficient than that found within either Greenville or Wilkes-Barre Township where both had municipal governments as well as county government sharecroppers who levied taxes for local services such as roads and schools (the township form continued until 1931). Borough residents voted on August 29th, 1892 to incorporate their new borough into what would become Scranton Township under Mayor Ephraim Wright's leadership which took effect on September 1st; this action followed earlier approval by the Board of Commissioners on January 6th1892 for a corporate charter amendment creating Municipal Corporation No 2 effective February 25th; at 4:00 PM on Saturday April 14th1892 a meeting attended by commissioners adjourned without taking any actions due to lack of able directors chosen by voting membership after only one day notice being given they should elect two members instead resulting six men present against twenty nine women making up board membership then next day three more women were elected giving eleven women board membership then finally six men voted against incorporation becoming five abstentions meaning dissolving corporation with no change taking place thereby setting off significant legal battles between boroughs over future functions including elections etc On November 9th1907 Councilman James Pugh presented proclamation declaring City Of Scranton Incorporation Bill Signed Making It A Municipal Corporation And Presidentially Responsible To Mayor Who Was Chosen ByCouncilmember Pugh
